The paper will outline the starting points on which the Association of Public Libraries began to design a new platform for e-books loan. The current platform will be presented from stakeholder activation and the business model to the legal framework, calculation of the coefficient of one loan and integrated communication. In addition, the backstage activities of the aggregator and stakeholder coordinator of the Miran Jarc Library in Novo Mesto platform will be shown. The paper will conclude with the vision that COBISS Ela is a catalyst and the foundation for the establishment of an alliance of book stakeholders for strategic, long-term addressing of reading culture and the popularity of reading.
